Almost — with the right anchor. Smooth painted drywall and standard acoustic-tile grids take a ceiling-safe adhesive hook or a fine pin. Popcorn ceilings and fresh paint are the ones Isabella avoids (the hook takes the paint with it). Sprinkler heads and smoke detectors are never covered, and anything tied to a tent frame or pole instead of the ceiling itself. If the room needs a real hanging weight, the installer will ask the venue for a rigging point — that's what the load class on your plan is for.
Because helium is a finite gas and the price has never come back down. A party tank fills roughly 50 eleven-inch balloons, and a single floating cluster of 18 uses more than a third of it. That's exactly what the head-room check is for. Set the clearance you need — 7 ft for a walking room, 8.5 ft over a dance floor — and the installer warns you the moment an install's hanging depth dips below it. Nothing in a good party should be at head height except the moment the timeline says so.
Air-filled installs go up the morning of the event and hold for days; helium clusters are set last so they're still floating at the toast.
